The main tasks of the chief specialist for human resources are:
- Carries out the formation of the personnel reserve of the structural subdivisions of the institute, organizes their training and internships, carries out the selection and participates in the placement of personnel in the prescribed manner, organizes their retraining;
- planning and coordinating work on recruiting personnel for positions based on current and prospective needs for qualified personnel;
- organization, together with relevant educational institutions, of the selection of young specialists from among graduates for employment at the Institute based on the study of their knowledge, personal and business abilities;
- organization of work to educate employees in the spirit of devotion to their official duty;
- participation in the development of proposals for the material and social support of the Institute's employees;
- development of proposals for internships or advanced training for professors, teachers, and employees of the Institute;
- development of proposals for the management and improvement of personnel work;
- maintaining records of the composition and movement of the Institute's employees;
- organization of personnel certification;
- organization of the assignment of special ranks and class ranks to employees and the payment of bonuses for the established length of service.
