Department for international cooperation


The Department of International Cooperation (hereinafter - the Department) was established as a structural unit of the Center in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 87 dated March 28, 2012 “On improving the structure of the Lawyers’ Training Center under the Ministry of Justice of the Republic of Uzbekistan”.

The Department also carries out its activities on the basis of the order of the Minister of Justice of the Republic of Uzbekistan No. 149 of August 29, 2020 and the Regulation approved by the order of the director of the Center No. 32 of June 17, 2019.

The need to organize a separate subdivision charged with development of international cooperation was due to the rise in international contacts and understanding that it is impossible to organize high-quality and modern continuing education of lawyers in Uzbekistan without experience exchange with foreign educational institutions working in this area.

 Cooperation is being developed in two directions:

- joint work with specialized foreign institutions conducting training, retraining and continuing legal education for legal professionals,

- liaising with international organizations.

 Drawing on the directions for cooperation, the major tasks assigned to the Department cover the following:

- ensuring international cooperation of the Center in training, retraining and continuing education of legal professionals;

- liaising with international organizations and foreign educational institutions in order to improve the educational process;

- facilitating training, retraining and continuing education of foreign trainees at the Center;

- assisting Center’s faculty members in the exchange of experience with foreign educational and research institutions;

- ensuring participation of the Center’s representatives in international conferences and study visits to foreign educational institutions.

 Upholding great importance of international cooperation in the field of quality training, retraining and continuing education of legal professionals, the Center has moved to the fore the development of international relations as one of the most important areas of its activities.

1. Over the years, contacts have been established with specialized educational institutions of dozens of foreign countries, including Kazakhstan, Japan, the USA, Germany, Sweden, Poland, Russia, Belarus, Azerbaijan, Turkey, China, Spain, Portugal and a number of other countries.

In 2018, a Memorandum of Cooperation was signed with the Academy of Justice under the Supreme Court of the Republic of Kazakhstan.

In 2020, a Cooperation Agreement was concluded with the Institute for Retraining and Qualification Upgrading of Judges, Prosecutors and Legal Professionals at the Belarusian State University.

A Cooperation Programme was signed with the Research and Training Institute of the Ministry of Justice of Japan in 2021 via videoconferencing.

 2. Representative offices of international organizations in Uzbekistan provide tenable support to the Center.

One of the main international partners of the Center is the international non-governmental organization “Regional Dialogue”, with which a Memorandum of Cooperation was signed in 2013. By partnering with the organization, the Center organized a number of major international scientific conferences; study visits to developed foreign countries were organized for the faculty members.

As of 2014, the Center has been a member of the International Organization for Judicial Training (IOJT) that unites specialized educational institutions in nearly 80 countries of the world.

A Memorandum of Cooperation was signed with the Representative Office of the Konrad Adenauer Foundation in the Republic of Uzbekistan in 2022.

The Center is a beneficiary of the USAID Legal Reform in Uzbekistan Program. The joint action plan within the framework of this program provides for a number of activities that are designed to enhance the quality of the educational process, the development of international academic cooperation and technical assistance provision.

Strong ties have been established with United Nations Development Programme (UNDP) in Uzbekistan.

Owing to the support of the German Agency for International Cooperation (GIZ) the Center regularly holds training events involving foreign experts, organizes scientific and practical seminars and conferences.

A joint project is being implemented with the support of the Representative Office of the European Bank for Reconstruction and Development (EBRD) to develop mediation in Uzbekistan.

The Center maintains contacts with the UN Office on Drugs and Crime (UNODC), the OSCE Project Coordinator in Uzbekistan, the UN Children’s Fund (UNICEF), Turkish Cooperation and Coordination Agency (TIKA) and other organizations.
