Chair of state and society building


 

 The Department was established by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan number 364 dated June 21, 1997 under the title "Тheory and practice of building a democratic society". In June 27 .2019,  number 531 “on further improvement of the activities оf the center for professional development of Lawyers under the Ministry of Justice of the Republic of Uzbekistan “Department State and public construction".

In different years, the Department was headed by leading legal scientists of the country: 2004-2011, honored scientist of the Republic of Uzbekistan, Professor H.Babayev, 2011-2014, Professor B. Toshev, 2014-2018, doctor of law B.I.Ismailov, from September to the present, Professor H. T. Adilkariev.  In the past, the Department conducted teaching and research activities of such scholars as Professor S.H.Faiziev, B.H. Artykov, K.S. Ismailov, Professor N. Shodiev, N. Khattabov, Sh. Gafarova  and others.

Today, the head of the Department, doctor of law, Professor H.T.Adilkariev, honored worker of science, doctor of law, Professor H. Babaev, Professor B. Akhrarov and associate Professor G. S. Inamdzhanova work and teach at the Department.

Author of more than 470 scientific works (including more than 40 monographs, textbooks and manuals). Under his leadership, 25 PhD and 5 doctoral theses were defended. Currently about 10 scientific researchers work under his leadership

A prominent scientist, a talented organizer of legal science and education, the author of more than 10 textbooks, 15 teaching AIDS, 6 monographs and more than 200 articles.

 

The Department in its activity is guided by the Constitution and laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, resolutions  and orders of the President of the Republic of Uzbekistan, decrees and orders of the Cabinet of Minister of the Republic of Uzbekistan, ordinances and orders of the Ministry of justice of the Republic of Uzbekistan of normative-legal acts of ministries and agencies on the training, retraining and advanced training, as well as Charter, regulations and orders of the Centre. 

Main activities of the Department:

- on the  basis of scientific analysis instilling in the educational process the content, essence of reforms and updates in the sphere of state and social construction in the conditions of innovative development of the country;

- consistent and systematic communication of the content and essence of the ongoing fundamental reforms in the legal and legislative system of Uzbekistan to teachers who improve their skills;

- analysis and disclosure of the essence of administrative reforms to improve the system of public administration in the course of training;

- explaining to the audience the trends of relations between state bodies and civil society institutions, as well as the introduction of effective legal mechanisms of public control;

- on the basis of in-depth analysis of the President's Appeals to the Oliy Majlis, the essence of modern social policy of Uzbekistan, the factors of formation of social statehood and responsible government in the country.

 

The Department conducts educational, educational-methodical, scientific-analytical and organizational-propaganda work on issues of state and public construction. Classes are conducted on the subject of state and public construction. Lectures and classes are held on the subjects of "Theory of state and law", "Constitutional law", "Public administration".
